  Phase 3 Slice 2: full device editor. Add / edit / delete with hierarchical zone picker; per-device port editor for switch/NIC network config; inline validation hints on port rows. The surface the operator uses to actually enter a system. Signed on the dev box, not on loud-win (ADR-N010 revision).
