    First Windows packaging smoke-test of LOUD Patch Authority.

    Scope: packaging + delivery only. Tauri 2 NSIS bundle built on loud-win, no code signing, no minisign/updater wiring.

    Expected on first launch: Windows SmartScreen ("Windows protected your PC") will warn — that's expected for an unsigned build. Click More info → Run anyway. We're testing launch + render, not install cleanliness.
